ARFF regulations and standards: ICAO Annex 14, Doc 9137 and QCAR 006

The documents behind every ARFF response, what each one covers, and where to get the official text.

ICAO Annex 14 — Aerodromes, Vol I, Ch. 9

The international Standards and Recommended Practices for rescue and firefighting: the level of protection by aerodrome category, extinguishing agents, response time, vehicles, communication and alerting, and personnel. “Shall” marks a Standard; “should” marks a Recommendation.

ICAO Doc 9137 — Airport Services Manual

Guidance in nine parts. For ARFF the key parts are Part 1, Rescue and Fire Fighting (operations, tactics, agents, vehicles, training), Part 5, Removal of Disabled Aircraft and Part 7, Airport Emergency Planning. Other parts cover pavement surface conditions, wildlife, obstacles, operational services and maintenance.

ICAO Annex 10 — Vol II

Communication procedures and radiotelephony used between air traffic control and ARFF vehicles: standard phraseology, read-back of instructions and runway-crossing clearances.

QCAR 006 of 2017 on Aerodromes (Qatar)

Qatar’s binding aerodrome regulation issued by the Qatar Civil Aviation Authority, implementing Annex 14. Key articles for ARFF: ADR.OPS.B.010 rescue and firefighting services and training, ADR.OPS.B.005 aerodrome emergency planning, and ADR.OPS.B.027, which gives emergency vehicles responding to an aircraft in distress priority over all other surface traffic.

Where to get the official documents
